JOB DESCRIPTION:

The Agency is interested in IT Modernization efforts and Re-skilling and Workforce Transformation. Re-skill and up-skill employees impacted by IT modernization efforts, evolve workforce to more 21st Century skill sets and work practices, and enable the workforce to drive successful IT Modernization efforts going forward utilizing in-house talent.

The Data Analyst is responsible for collecting, analyzing, and presenting key data and analysis. The Data Analyst generates new and useful information and insights, and translates them into actions that allow iterative service improvements for users. May oversee the efforts of junior staff.  Brief senior leadership, including customers, and communicate performance against key indicators to stakeholders. Works in cross-functional teams with data at all stages of the analysis lifecycle to derive actionable insight. Translates mission needs into an end-to-end analytical approach to achieve results. Performs the pre-analytics areas of data collection and understanding, data cleansing and integration, and data storage and retrieval. Determines the appropriate analytics based on the data and the desired outcomes, using techniques including feature detection, statistics, data mining, predictive modeling, machine learning, natural language processing, and business intelligence. Interprets the validity of results and communicates the meaning of those results. Follows a scientific approach to generate value from data, verifying results at each step.


The Data Analyst is responsible for analyzing user business problems to be solved with automated systems. May formulate and define information system scope and objectives through research, analysis, testing and fact finding with a basic understanding of business systems and industry requirements. May prepare communications and make presentations on recommendations on system enhancements or alternatives. May act as functional expert.

Qualifications

EDUCATION AND EXPERIENCE: 

 

 • Bachelor’s degree in Data Science, Mathematics, Statistics, Computer Science, or Engineering.

 Required Skills:

• Experience with visualization software and programming languages, including analytics methods for big data.
• Familiar with data wrangling, analytics, and visualization software and programming languages, including analytics methods for big data. 
• Possesses critical analytical and problem-solving skills for quickly developing recommendations based on the quantitative and qualitative evidence gathered.
• Experience in natural language processing (NLP).
• Experience working with cloud platform like AWS or Azure.
• Experience working with SQL on relational databases like MySQL & Postgres.
• Experience with markup languages like HTML or XML, and desire to learn Tact Dialog Language (TDL) & Tact Response Markup Language (TRML).
• Knowledge of Java, Groovy or any other scripting language.
• Comfortable working with relational and non-relational data and processing systems, from gathering and analysis through to design and presentation. This includes being confident in explaining data-driven decision making concepts to senior officials with limited background.
• Ability to develop briefing materials, administrative, and logistics support.

Clearance Requirement:

  • Must be able to obtain a Public Trust security clearance.
